Job Description
JOB  The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.The Information Technology Manager 14 position is a first line manager of professional employees within Agency Services supporting the QoL agencies (DNR, EGLE, & MDARD).  This position will lead the Business Analysis function and manage a team within the Agency Services-DNR, EGLE, MDARD Business Analysis, Quality Assurance, and Process Improvement section.  The Business Analysis team is tasked with ensuring the quality of all deliverables for the division.  This position will provide the leadership of the Business Analyst Team required to meet DTMB customer service goals and objectives, and to meet the business needs of the DNR, EGLE, and MDARD client agencies.  The supervisory functions that this position manages include employee evaluation, coaching, selection, distribution of work within the unit, monitoring day-to-day activities, provision of technical and policy guidance and employee skill development.   In addition, this position will oversee and be the point of escalation for multiple complex information technology projects for the client agencies of the division.ITM 14 - Position DescriptionKNOWLEDGE, SKILLS, AND ABILITIES:Required: Knowledge of supervisory and training techniques. Knowledge of management principles. Ability to manage the support of highly reliable and available (24 x 7) applications and systems. Ability to communicate effectively with persons of varying levels of technical expertise. Ability to manage large scale projects to completion. Knowledge of SUITE. Knowledge of software testing processes. Knowledge of Quality Assurance and Quality Control principles and practices.Highly Desirable: Knowledge of Client Agencies' IT Systems areas –DNR, DEQ, and MDARD Knowledge of Quality Assurance and Quality control best practices and techniques. Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions.  EXAMPLE OF DUTIES **Please submit a copy of your official college transcripts with your application. **Click here for the State of Michigan (SOM) definition of an Official College Transcript.  EducationPossession of a bachelor's degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.ExperienceThree years of professional experience equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator 12. MINIMUM QUALIFICATIONS Three years of experience as a computer programming supervisor or Information TechnologySupervisor may be substituted for the education and experience.
